“Modern Property Consultant Co., Ltd.” Joins Media Partners to Host a Major Seminar
“New Bangkok City Plan – Hot Issues You Must Know”

Modern Property Consultant Co., Ltd joined hands with top economic and real estate media partners to organize the second Executive Seminar titled “Urgent! New Bangkok City Plan – Hot Issues You Must Know.” At the event, landowners were invited to bring their land title deeds for expert consultation and in-depth analysis of the possible benefits or losses from the new city plan.

The seminar took place on February 21, 2024, at the Wasana Room, Golden Tulip Hotel, Rama 9 Road. Organized by Modern Property Consultant Co., Ltd. together with media networks including The Leader Asia, UCD News, Estate Corner, Winner Estate, ERA Thailand, Acute Realty, Resam, Condo Guide, Property Channel, and Property Mentor, the event gathered key stakeholders from the industry.

Morning Session

The event started at 9:00 AM with an opening speech by Mr. Preecha Supapitiporn, President of the Real Estate Sales and Marketing Association and Managing Director of Acute Realty Co., Ltd.

This was followed by a panel discussion titled “New Bangkok City Plan – Hot Issues You Must Know: How Will Land Potential Change?”
Keynote speaker Mr. Asa Thongthamachat, Director of the City Planning Office, Bangkok Metropolitan Administration, explained the key changes in the draft city plan, including steps landowners should be aware of and how to submit feedback. He emphasized that February 29, 2024, is the final opportunity to request zoning changes.

Mr. Uthai Kamsenoh, a former Bangkok official and advisor to large real estate developers, discussed land potential analysis. He explained that it’s not enough to understand only the FAR (Floor Area Ratio) or OSR (Open Space Ratio)—related laws such as the Building Control Act and local regulations must also be considered.

Mr. Wason Khongchantr, Managing Director of Modern Property Consultant, closed the morning session with expert insights on comparing the current and proposed city plans, identifying land plots affected by new roads (148 planned routes in Bangkok), and how to navigate zoning change requests before the February 29 deadline.

Afternoon Session

In the afternoon, Mr. Wason and Mr. Uthai presented on “9 Golden Locations with Increased Potential from the New City Plan.”
After that, 20 selected participants were given one-on-one consultations. They brought their title deeds for zoning review and land analysis, including comparisons between the current and new city plans.

Key City Planning Update

Mr. Asa Thongthamachat explained that the city planning process under the Department of Public Works and Town & Country Planning involves 8 major steps and 18 sub-steps. Currently, the plan is at step 5, where public comments are still allowed. Once it passes this stage, no further input will be accepted.

He added, “The law reserves the right for the public to give input. This relates to Step 10—‘The 90-Day Announcement Period’—where stakeholders can file requests to amend or cancel certain provisions. However, zoning colors cannot be changed during this step, only specific conditions. If stakeholders do not reserve this right by step 5, they lose their chance during the final 90-day announcement.”

Private Sector Perspective

Ms. Rujirest Neerapattama, Senior Director of Government Relations at Central Pattana PLC, stated:
“City plans matter to developers—whether we can develop our land, how, and in what format. If planning isn’t aligned, the process becomes more difficult. I still believe the private sector is waiting for the new city plan to be officially announced. I hope shared experiences in forums like this can be practically applied and truly benefit society.”
